HB 3035

William Shakespeare in “Romeo and Juliet” asked, “What’s in a name?”  House Bill 3035 is referenced as the Third Grade Success Act and the Science of Reading and also refers to WV Code 18-2E-10. The main components of the bill include:

  • ECCATS: First-, second-, and third-grade classrooms now have early childhood classroom assistant teachers who are trained in evidence-based practices in literacy and numeracy to provide additional academic support.
  • Benchmark Assessments and Screeners: Students are assessed to determine strengths and weaknesses to best provide individualized instruction.
  • Minimal Understanding: Parents will be notified if their child does not meet the proficiency level, and interventions will be provided through an individualized improvement plan based on a tiered system of supports.
  • Retention: Students that identified as “does not meet standard” in English Language Arts, mathematics, or both on the Third Grade General Summative Assessment are to be retained in third grade for the next school year. Extended learning opportunities will be provided.

WV Department of Education has prepared a guidance document, “Guidance for Third Grade Success Act Retention.”  Please feel free to contact me or the school for a copy of this document.

School staff and administration have been dedicated to the implementation of the various components of this legislation and are eager to work with parents and guardians to best support students.  For eight weeks starting the week of Sept. 28, we are posting various supports for the family. Each school has developed an Academic Growth Plan for their school, and collaborative meetings will be held regularly to review data and plan for the best way to support students and staff.
